Whats the bitrate limit for H.264 codec?

I notice when I try to set the bitrate as high as possible, the max comes up to 144,000.

Now my problem is, I'm not sure if this is the max or I'm limited.

I think my h.264 codec bitrate setting is damage, and I have no ways to fix it.

Here is what I did.
I made several test.
For a 720x480 5minute video using h.264 codec.
set bitrate 500 = 93,024kb
set bitrate 1000 = 93,024kb
set bitrate 5000 = 93,024kb
set bitrate 20,000 = 93,024kb

Now after setting the bitrate to different rates, why does my files comes out to be the same size?

What are you trying to do, export the best quality H.264 file?

For that, I just move the Quality slider to "Best."

Next, if you hold down the Option key and hover your cursor over the Quality slider, you'll notice it chances to Temporal. Move that to "Best" too.

maybe that will result in a higher bitrate?

Are you using compressor? If so, with a 720x480 you shouldn't really need to go any higher than 6000-8000kbps. Click the video settings tab & enter what you want for kbps. Test it out see what you think is acceptable. I find for SD that 6000-8000kbps is "visually" lossless
