 | convert 1080i 30fps PAL to 25fps PAL

Something that I think might come up more and more often is the fact that many stills cameras are now coming with full 1920 X 1080i video capability. The problem with the new Canon models here in Australia (PAL) is that while they are NTSC/PAL switchable the frame rate remains at 30fps, which effectively means it is jumpy and unuseable even for a consumer. People keep talking of a Canon firmware update but it never comes. How can I convert this footage in Final Cut Pro or compressor? I have tried lots of things but I'm beginning to think it is just not possible. If that's the case it's a terrible pity as, say, the Canon SX1 IS, could be the bargain of the century if I could just make it useable! (sub US$500)

I should clarify my own post! Canon claims these cameras use H264
to capture. How something can be PAL and 30fps needs Canon to explain.
