What's the deal with the naming issues in OS X?

Ever since Leopard came about and now in Snow Leopard, when I create a file in whatever program, and my file name exceeds 20 characters, I get a file name that starts with what I want but it ends in random characters. It always occurs after 20 characters and sometimes it may occur after 25 characters. But after that the filename always begins with the number character (#) and ends with a series of 4 numbers and letters - at random.

This is quite annoying and I'm pissed that I constantly have to change these. This happens on ANY Mac that I use, even my new iMac that is only a week old.

Version 10.6.6

$ touch abcdefghijklmnopqrstuvwxyz1234567890
$ ls -l abc*
-rw-r--r-- 1 jerry staff 0 Mar 21 09:28 abcdefghijklmnopqrstuvwxyz1234567890

Doesn't seem to happen on mine. Are you running in 64bit mode?

You can tell because the Activity Monitor will show (64 bits) on some programs.
