That's the key, I am afraid, and it'll likely take too long via any regular ISP other than Google Fiber or top tier FiOS or similar service. Even with those, unless you're on SLA or business class service, throttling happens.
I'd look for ISPs, colocation companies, cloud service providers that work with end-users directly. It may end up fairly expensive though, possibly more so than FedExing the drives.
