In the recent couple of days I realized that used PC workstation market is saturated with cheap systems . I will quote some deals. But are they any good for video Editing. If yes which processor? How much RAM? How about ssd/had drives? Check what 300-400$ can give you. 300$:

Yea, your gonna need proxy transcoding with slow cpu and slow hd's. It's doable, just will take a long time to get everything edit ready. the best computer there was the ivy bridge btw.
