I am looking everywhere for this answer. Not so easy, even for google to understand what I am talking about.

I am looking for a Aspect Ratio Converter box [ not computer software ] but an actual external box (size of a hard drive) that will convert 16:9 into 4:3 or any other customary aspect ratio format that I desire. As of now we are working in Standard Definition, but if there was such a thing as SD & HD compatible that would even be better.

The use for it: Transferring feeds and footage into 4:3/ vice versa so that we can send the whole clip/documentary in one complete format.

Any recommendations out there to as to which brand or box will do the job nicely?
I heard the brand GE has a good one but I cannot seem to find it anywhere

If you have a Playstation 3d Monitor and play classic games, like I do, it would be handy too. The monitor by default stretches 4x3 in 16x9, so that everything looks distorted, and a stretched 4x3 alters controllers and run, shoot, and jump patterns for quite a few games. And zooming leaves important information off the screen. I need something that crops with blank bars on the sides. My monitor had that feature in Component, but not HDMI. If a device can convert a 4x3 screen into 16x9 with black bars on the side, and a TV would see it as a 16x9 image, like that on one Broadcast channel, that would be good for me. I either need something(s) that either work(s) with Composite, S_Video and Component to HDMI OR something for HDMI to HDMI. Plus I need something that introduces 1 ms of ping or less, preferably zero ping. Any suggestions? I'm trying a converter bought from for S-Video and Composite tomorrow. Seeing if that works. Will report later if that's what that person wants.
