How to achieve this type of wipe transition between footage?

Hello, here is a clip for reference of a "wipe"-like transition I'd like to learn how to do on premiere pro







Hope you guys can help. I'm really looking for other creative ways to transition between footage. If you know more please do let me know as well.

The way they do it is they rotoscope the guy in the foreground who is not out of focus by very much in the actual shot, they add the wipe transition in the negative space after the rotoscope like normal. Then they blur him (the foreground) more so he appears to be farther out of focus than he was.

So basically they just use a normal wipe transition with a blurry section of video in the foreground covering the split. Least that's what it looks like to me.
