Importing video with alpha channel issue

I have a video that is meant as a transition. basically a hole is to open up spinning on the screen getting bigger to display the video underneath it. The problem is that the parts of the transition video that are supposed to be opaque have this weird transparency issue. It is like there is a static white noise layer of transparency over the entire clip. You can see it best in the black in the corners. I will include pictures

it is supposed to look like this (picture taken from sony vegas which works properly for this clip) where the black is solid

I'm really at a loss here, I am on a windows 7 machine running Adobe Premiere Pro CC 2017. Here is the metadata for the clip in question.

Any help would be greatly appreciated, I've been stuck on this problem for hours I cant find a solution on my own.

Have you tried going in to the effect controls on the clip and changing the opacity to screen?

Yes, I have tried that it makes the clip even more transparent and you can see more of the video underneath it.

This is what happens with screen opacity when there is a green matte behind it.
