In your bin, one of the available metadata columns is frame rate. If you don't see that scrolling left-to-right in the bin, right-click the headers, the left-click on "Metadata display". You can twirl open "Premiere Pro Project Metadata, and check "frame rate" to add it to the data columns displayed.
