I'm looking to learn how to do the blur transitions you see in this video at :07-08. :19-:20, :31-:32 - can anyone explain a way to do this or point me to a tutorial? It looks like the image blurs and glows and then transitions. Is there an easy way to do this?

At one time, Film Impact offered a Transition Pack 1 "Lite". It had a more limited number of transitions (four) but was completely free. Don't know if they are still offering it. You might want to hunt around for that.

System:
Dell Precision T7600 (x2)
Win 7 64-bit
32GB RAM
Adobe CC 2015.02 (as of 6/2016)
256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from HD MP4 and P2 MXF.

They do still sort of have this. If you install the trial version, then you can use Blur to Color, Flash, Push and Roll without any watermarks.
