renders Poor quality if exporting entire workarea, BUT good quality if only rendering small section????

hello,

I am experiencing an extremely frustrating problem exporting my work from premiere pro cs6.
if I export the entire work area of my project, the quality of the export is extremely poor and low quality, however, if I only select a small section of the work area to export for test, the export will be in HD quality as I expect it.

my export setting:
-------
format: h264
preset: vimeo HD 720P 23.976
MULTIPLEXER: MP4, stream compatibility = standard.

VIDEO:
---
frame rate: = 23.976
field order = progressive
aspect: square pixels
Tv stadards = NTSC
profile = high
level = 3.1

Birate settings = VBR, 2pass
target birate/max bitrate = 5

use maximum render quality = checked.

my video only consist of a single jpeg photo.
I've used this preset to export all my previous video and never had any problems, this is the first time I've ran into this problem, the picture used in this project is the same resolution as my previous projects.

any ideas?

I also noticed that, when I export the entire workarea, the estimated file size would be 149 mb in the export window and the actual poor quality export would wind up being 14mb. when I export just a small section, the estimated file size would be 24mb would the HD export winding up being about 18mbs.
