Lower quality in Premiere Pro?

Kind of a weird question and trying to do the reverse here, but is it possible to LOWER the quality of a video in Premiere Pro easily? I have a video with low quality (since it was made for youtube), and now I want to make the video a bit longer so I got several more HQ clips (x1080). Since it's obviously impossible to make the low quality video HQ, I want to lower the quality on the new clips so it matches the level of "youtube blurriness" of the old clip.

Export your higher quality video as lower quality Quicktime, play with the settings to get the effect you want. Then re-import your video into Premiere to edit.

You could also try adding some noise or grain to the video.
