I have a JVC procision camcorder. It records in 1920 1080p. The video files play fine on the computer or laptop but when I try to play them on tv the show a jerky motion. So the question is how to properly export that footage so that anyone can play the files on any TV?

How will the files be fed to the TV? What playback device?

Typically for distribution, H.264 is recommended.
