i already have sequences that are built with a lot of selected footage however the sound was not properly split (its stereo and i right click on the clip and change it to dual mono 2 channels) but in order for this to take effect i must drag the footage back on the timeline as the current footage on the sequence will not be effected.. is there a way to refresh that footage? that be better than overcutting the selects one by one..

In Premiere Pro, you'll need to make those audio channel decisions prior to placing in the timeline. You can do it in the bin or in the Source monitor. If it is in the timeline prior to the audio changes, you will have to re-lay the clip for the audio changes to take place in the timeline.

System:
Dell Precision T7600 (x2)
Win 7 64-bit
32GB RAM
Adobe CC 2014 (as of 7/2015)
256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from HD MP4 and P2 MXF.
