Hello everyone,

I have a question. I'm trying to export a sequence from Adobe Premiere Pro CS6 as an mp4, but since I'm doing a video for a system that has very specific requirements, I need to follow the guidelines for this system.
This system is NOAA's Science on a Sphere, which requires...

For videos, the only acceptable format is MP4.
i. Render the video with the MPEG4 video codec at a minimum of 25 mbps
ii. Be sure to use a constant bit rate
iii. H.264 codec can cause errors for SOS when used with a variable bit rate

... but I can't render an MP4 using the MPEG4 format with more than 768kbps, let alone 25mbps (Premiere won't let me). I tried using the MPEG4 format, then changing multiplexer from 3gpp to mp4, which led me to this state.

I'm also trying to render MP4 using H.264 with CBR, which in theory should work, but I only have one shot to try the video on this system.
