Does anyone knows how to make a "highlighted text effect" in premiere title editor, please see the example photo.

Go into the Titler, create a shape and make it the color and transparency you want, and position behind text. Or search for the Impact Label typeface (a freebie usually), install it, and use that. There are probably other "reverse" typefaces besides Impact Label that you could find as well.
