I need to put an audio filter on a track to make it sound like it is coming from a laptop. Any tips on how to create that effect?

The easiest solution: record the audio playback from your laptop speakers on to your smart phone, then bring that into Premiere.

In Audition try Filter and EQ/FFT Filter/Telephone-Voicemail.

[Paul Neumann] "In Audition try Filter and EQ/FFT Filter/Telephone-Voicemail."

A similar outcome can be achieved in Premiere Pro with a lowpass filter and adjusting the cut-off frequency.

Alternatively, if you want a "tinny" sound use the Equalizer Effect to reduce low frequencies and increase high frequencies. Also, if the source audio is stereo consider balancing the output to emulate mono.
