I am trying to figure out how this video is doing some video effects.

At 38 seconds there is a cool color filter that fades through the picture.
At 44 seconds there is a white burst that takes over the screen. I am looking for a way to do this as well.

Can this be done in premier or is this a plugin? If so what plugin.

I really appreciate any help with this.

Thanks guys.

They are simple light leak overlays, which you can buy many places. Or, you can get them free if you're handy at searching the internet.

Yes, Todd nailed it for you. I have the "Free Light Leaks" he linked for you, and keep them on my media drives.

The freebies are not a huge library, but they have met my need for light leaks easily.

System:
Dell Precision T7600 (x2)
Win 7 64-bit
32GB RAM
Adobe CC 2014 (as of 7/2015)
256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from HD MP4 and P2 MXF.
