I'm seeing this distortion on the black background of the video I'm editing. I'm using Adobe PrePro CS6 and noticed this after I rendered the video:

Hopefully it shows up here... but what is the likely cause of this?

Is it just compression? I used the YouTube 1080p 29.97 preset codec for export. But even when I look in the preview monitor within PrePro I can see the distortion. The effects I have on the clip are 3-way color corrector, levels, and Neat video's "Reduce Noise" effect. I'm starting to think I didn't optimize the reduce noise effect settings correctly.
