I am working on a low budget short film and I am looking for a portable lighting kit that that has at least a fill, back, and key light as well as reflectors and diffusers (if possible). My budget is under $200 - maybe $250 max. I am hoping to use the kit for the coming 3 years as I am still in school, so a durable kit would also be a plus. Thanks for your help!

There really is no "best" at that budget. You should consider just renting for your current project and buying lighting when you can make a more solid investment.

That said, look at these two kits:

I would also make sure to pick up some gels that you can use to match the colors of your ambient lighting--with these kits, you won't be overpowering any on-set practicals.

STAY AWAY from LEDs and fluorescents at your price point, you will only get junk and very little output if you buy into those technologies. Tungsten is relatively cheap for the wattage.
