Jittery footage in Premiere

I am bringing in some home movies that I took years ago into premiere. Half of the videos are smooth and the others are not. These are my settings 640x480 tried both upper and lower fields. I-Frame only MPEG 30fps non drop frame time code. I even tried 30fps drop frame timecode and still didn't work.

The video looks like it needs to be rendered even though it already is. I will look over at the timecode and even that is jittery. Please help not sure what to do. I should also mention the audio is fine and runs in sync with the video. Its just the video that is having the issue.

I also brought it into Final Cut 7 and it ran just fine in there. Though I don't want a huge file if I have to export it out at ProRes which I ended up doing on one video. I have a video that is about 2.5 hours long at pro res thats going to be insanely huge.

Please let me know what I am doing wrong.
