Are Elastic Keyframes possible in Premiere?

Hi All,

In the Avid Media Composer you can set keyframes to either be elastic (and maintain their position relative to clip length) or fixed. This is useful when you animate a push-in motion effect on a clip and then extend the clip by a few seconds--the final keyframe is still tied to the end of the clip, for example.

I can't seem to find this functionality in Premiere. Is it there?
