So I take an HEVC 35mbps encode in the latest Premiere Pro 2020 and crop off the black bars and use NeatVideo to reduce some of the grain. If I encode in good quality with 35mbps VBR it starts encoding and off it goes. If I change it to CBR 17.5mbps it immediately comes back as out of memory. So I have 400GB of space on the hard drive and 96GB of RAM. Any idea what's going on?
Note I have a Tesla card on the way to switch to GPU encoding but not sure that will matter. This thing literally is doing this the second I hit the Encode button. Both in Premiere Pro as well as Media Encoder.
