I want to send my short film into a festival, and the festival says that it must be H.264 at 8 Mbit. But Premiere Pro's H.264 export settings do not list Mbit options. Where can I find them, if anyone knows?

Oh okay but it says Mbps, isn't that different than Mbit?

Megabits per second. Some other programs may just refer to it as megabits as kind of shorthand, but that’s what they are referring to.

Okay thanks. If a film festival lists how many Mbits they want in your movie, but not kbps, any idea how to determine how many kbps, there should be?

Not sure why you need it. But Google has fancy calculators for all that kind of stuff!

https://www.google.com/search?q=megabit+to+kilobit+calculator&oq=megabit+to...

Basically, 1000 kilobits is a megabit.

But yes. Mbps is the more common for data rate. If they list file size, that will be more in the GB or MB (Gigabyte/Megabyte), bytes versus bits.

Just double-checking - are you reading it right? Are they specifying 8-bit color (as opposed to 10-bit?)

if they are in fact referencing 8MBit, I would think that would be bitrate, as shown above. If they want max bitrate of 8Mbps, they want to keep file sizes under control.

System:
Dell Precision T7600 (x2)
Win 7 64-bit
32GB RAM
Adobe CC 2017.1 (as of 8/2017)
256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from UHD MP4, HD MP4, and HD P2 MXF.

You can also try with AfterCodecs ( https://autokroma.com/AfterCodecs/ ) that has H264 with variable targeted bitrate, check it out

AfterCodecs and BRAW Studio plugins for Adobe CC https://autokroma.com/
