Does anyone know/have experience in how to export subtitles created in the PP 2019 Title Tool to a txt or even better Word file?

You cannot: they are what they are titles and not real subtitles is in captions.
You can only export as a movie.

It's my impression that many manipulations of Premier Pro projects are done as a manipulation or "effects" change to the project file and do not exist outside the project file code.

This is extremely easy. Upload your video to Rev.com, order up captions. You will then receive an SRT file. Open the SRT file in a text editor, copy and paste to word.
