Should 15-sec spot reach 15 on the timeline? Or 14.29?

Should 15-sec spot reach 15 on the timeline? Or 14.29?

Sorry for the newb question. But this has always confused the hell out of me.

Should a 15-second spot run up to the 15 mark on the timeline?
Or should it run to 14.29?

I ask because there is a slot for a frame belonging to zero in PPRO and in AE.
I know this spot probably really belongs to "1" on the timeline,
but the CTI in both PPRO and AE highlight the frame to the right of the number.

I just sent some spots to ABC and they are telling me they are a tad short.

The last frame should be a timecode value of 14:29. Frames are inclusive. So a :00 frame has a duration of 1 frame, so the spot will start at :00.

So a couple of questions. Are you counting timecode and not frames? Is this NDF or DF timecode? What is the starting TC number?

That's what I've been doing. Ending a :30 at 29:29, and a :15 at 14:29.
I'm using Timecode. I assume it's drop frame, but does it matter for a such a short video?
The starting number is 00;00;00;00

So, if my spot is :15 seconds long, should it end here like this?
