Should clearly be done in Photoshop. So, let me ask what problem are you trying to solve?

I was trying to recreate the same style in Illustrator but I didn't get success. Ps can do it I know but am not so good at it+ its raster. Was just wondering if I was missing something in Illustrator that might produce this effect

The biggest thing that is missing in Illustrator to do this is exactly that: bitmaps. The textures in the image are all bitmaps. The drawing could have been done by hand (watercolor), although I suspect it is only partially so, and a lot of photoshopping has gone into it as well.

In Illustrator you can import and overlay bitmap images, they're just not readily editable like they are in PS.

I'd think you could do it relatively easily using the Texturino plugin from Astute Graphics.
