Animate background below alpha-c Video

Hi ! I have a video, that was shot in a green screen, keyed out and rendered with an alpha channel.
Now I need to draw some animated background in it by hand - not statick, but kind of a white board drawing video animation.
Say, in general, I need a possibility to draw any, below alpha layer, with any technique and any amount of frames.
But I don't know what the software should I go ?
I stuck in it now a little bit, should I stick with photoshop, or after effects or adobe animate or ...any ?
What will be a best choice ?

Of cource the software should be itself draw friendly intended.

If you are going to be drawing them frame-by-frame, you can definitely do that in Photoshop, giving each frame a sequential number so that it can be imported into Premiere (or whatever editing software you use) as an image sequence.

After Effects is not really meant for drawing things, it's more for animating existing images.
