Fade Out effect in If expression

Hello everyone.
First of all i have to admit that im really amateur in After Effects and I don't understand all scripts.

The thing i want to achieve is when the music Bass is higher than 50, screen is blouring. Else blour slowly fade out to 0. I dont know how to Fade Out that in expressions.
I tried with while expression but it doesn't work.
Check this out
BASS1=comp("Your Shape Triangles").layer("Bass").effect("Both Channels")("Slider")
BLUR=effect("Gaussian Blur")("Blurriness")
if (BASS1>50) {BLUR=17}
while (BLUR>1) {BLUR=BLUR-1; delay=10}

But if I add this expresion BLUR is always delay value.

Please tell me what i did wrong or give ideas how to do that in different way.
