Random timing of pre-defined keyframes

I have a lot of layers which i want to appear randomly by switching opacity from 100% to 0% and off several times. It's basically a world map where the countries want to appear randomly in a flickering style.



I've created a null object with the desired opacity keyframes and linked this to all layers. Now is there a way I can randomise when these set keyframes play on each layer?

Something like this should work:

maxDelay = 1;
seedRandom(index,true);
myDelay = random(maxDelay);
thisComp.layer("Null 1").transform.opacity.valueAtTime(time-myDelay);
