Randomise keyframe time

I have around 50 layers each with a dot. I've set keyframes to animate them moving into different group arrangements - firstly groups of 10, then into bigger groups of 15, then into groups of 5 etc. Is there a way that I can use expressions to randomise when they move so each layer is moving at a slightly different time? I know I can do this manually but it will take some time with all the layers.

Something like this maybe:

minDelay = 0;
maxDelay = 1;
seedRandom(index,true);
delay = random(minDelay,maxDelay);
valueAtTime(time-delay)
