Animate a layers property at a specific time using Slider Values

Hi!
I would like to animate a layers scale from 100 to 1 at a specific time , that is decided by a slider (i.e. 5 = 5 seconds).
I have it so that the layer changes from 100% to 0%, but I would prefer it to animate over 10-20 frames.
Is this even possible?

Here's what I have:
timeToStart = comp("Text_In_01_Graphics").layer("Null 1").effect("Time Control")("Slider");
if (time >= timeToStart){

[0,0]
}else{
[100,100]
}

Try this:

timeToStart = comp("Text_In_01_Graphics").layer("Null 1").effect("Time Control")("Slider");
fadeDur = .5;
ease(time,timeToStart,timeToStart+fadeDur,[100,100],[0,0])
