You'll need to animate the Character Offset using 2 separate animators, one for the last digit and one for the penultimate digit.

Restrict the range of each animator to a single digit. The penultimate one should only animate when the the last digit turns from 9 to 0.

Thanks for the help but some further question if you plesde.

firstly how do i set the penultimate digit from the animators once i get the character offsets? (i'm very inexperienced with text animation).

secondly how would i apply the 'penultimate digit' for more than one for number. example in a digital clock or airport information boards

Please refer to the manual and help for After Effects.

Text animation is controlled by animators.

I assumed you had some understanding of the software.
