unwanted layer movement

I have a psd gradient file with a fractal noise effect on it and I have a drawn mask that cuts into the face of another layer. There is a position movement from from left to right for only 6 frames and when the layer come to a halt there are no other keyframes or movement BUT I'm getting jerky/jitter movement on the layer when it should be static. The layer is a full duplicate of an opposite layer and that stays static like this one should. Are there any known issues with more than one instance of fractal noise of any other plugin
that could causes this?

What you're talking about is called the boomerang effect.
