I have been searching the internet for the past couple weeks looking for a tutorial on how
to go about creating a title sequence that subtly blinks in.

The best example I can give is the opening title sequence from the movie Crash. The text
is formed by a subtle light that kind of blinks in to form the words.

If anyone has any idea how to create something like this using After Effects possibly in
conjunction with Photoshop I would love a tutorial or a helpful comment.

I have uploaded an edited sequence of the opening credits from the movie Crash:

I feel like this gives the best idea to the type of effect I am looking for. I am creating the text for an astronomy video so I would like to give the text more of a "starry/space" feel...

I hope this gives a better idea for what I am looking for. Any tips or suggestions would be very much appreciated.

There are lots of options so one can never be sure how a particular graphic was done, but the first thing that comes to mind for that look is AE's Fractal Noise as a track matte for text with Roughen Edges applied and perhaps a Glow over the whole thing. You could just keyframe the Fractal Noise parameters to slowly become more luminous.
