Hey I was wondering if it's possible to make a person's voice sound like it's over a phone, like in a movie where a character is talking and you hear the phone-like voice reply. If it's not possible with after effects, is there any other software? Thanks.

This is sound design, which isn't really after effects' thing. You can use a bunch of sound programs, which ever will give you reasonable control over EQ and high and low pass filters and good downsampling. I use sound forge. I've used audacity in the past.

To start with downsample the audio to 11khz mono (without changing pitch). Then tweak the EQ to filter out below 240 Hz and above 3.2 kHz I believe. Tweak the EQ from there to suit.

As Cory said, you can do this in most sound editing tools, but not AE which is a motion graphics and compositing tool. I believe Soundbooth has a preset for it, I know Audition did.
