Maya Camera to AE Keys slightly off of integer values

There are alot of posts regarding Maya camera to After Effects issues.
I have done it hundreds of times yet have never encountered this issue..
I bake my maya cam and import into after effects.
In after effects I notice that the keys are off of the frame by fractions of a frame in a repeating pattern..
So to check I copied my after effects key data into a text editor and see that every third frame is at a frame value of whole number + .998...or something similar..

Note the keyframe time values at the left..the data for keyframe times is off..
This is of little consequence most of the time..however we are having to slide the keys to be on whole frame times to fix jumpy frames at positional jump cut frames...we edited our maya camera to do the edit in-camera...and we see elements jump out of sync for frames before and after the cut/positional jump.
Anyone else have this issue..
There is no overall slip for the duration..just frames where the ae camera jumps out of sync because there is an ae camera key that sits off of the actual frame in some sort of pattern..
I have checked my baked keys in maya..and all are on full frame times.

Any Ideas
