Move PS repoussé anchor / pivot point in AE

I am currently working on an animation 2.5D with flat characters in AE.
I want to make the characters arms puff out a little and thought repoussé would work out well for this.

I created a repoussé arm in PS, and can manipulate it fine within AE, however I can not adjust the Anchor point to allow for precise rotations in x y and Z space.
The transform>anchor point selector doesn't seem to do anything useful on the PS layer or the object controller.

From what I can gather. The object Controller works much in the same way as a null object. So changing its anchor point effectively does nothing.
The PS layer has its anchor point locked as if it has an expression connected to it. I can change it... but I want to edit the Z coordinate, and turning on the 3d box for the PS layer...pretty much renders it useless.

Any help?
