Blurry lights

How can I make the effect of blurry lights, from beginning to end on After Effects?

Do I first make round shapes, then individually blur them? or is there a faster way that will look closer to the "real" thing???

I'd be tempted to shoot the real thing: get a string or more of Christmas lights -- the flashing kind -- string in in 3D space against a black background, iris down, throw the image out of focus and have at it. Then you can simply use a combination of AE blending modes on the resulting footage.

Very often, practical effects are the best effects. They're more convincing.

You could do what Dave suggested, and I agree- sometimes there's nothing like the real thing, ar you can use some of the techniques in this tutorial to get what you're after:

I have a regular sony camera and could not find the focus settings... do all regular camera have them>?

Yes. I presume you're using a consumer-model Sony Handicam, or something like that. If you can locate even a DV camera with a focus ring on it, you'd be better off.

The nice thing about this kind of effects shot is that it doesn't have to be done on the world's best camera. You can get by with DV, and it'll still look okay.

Use CC Particle World.
Change the settings to make them look like you want.
You can use the "lens convex" for the particles shape, and add some glow.
