Recreating some basic text effects

I've been tasked with recreating a video opening and I'm not quite sure about how to do it. I've got experience with after effects, but it's been a while. I'm guessing the numbers are done with character offset (?) but I'm not sure about the zoom effect when the text comes in.

Any tips or a point in the right direction would be super helpful.

I'd wiggle the position for the "horizontal shake" effect on the text in the first part. The second part looks like a quick position movement in 3d space (z axis) with motion blur.
