When I drag a clip into a long timeline, how can I make it appear at the current time, rather than way at the beginning?

Thanks!

Check your Preferences > General, default is beginning of timeline.

What Brian said (and much more) is here:
"Create layers from footage items"

For example, that page tells you how to drag to different parts of the Timeline panel to achieve different results for when your new layer starts and where it is in the stacking order.
