Is there a way to give Standard definition footage the same sharpness, depth, detail, clarity and/or crispness that you see in high definition footage? or at lest something close to it? also is it possible to emulate the 24p look without actually changing the frame rate?

You can't really do what you're asking- HD has way more information in the frame than SD. Once you record your image in SD format you're stuck with that- however, there are a few tricks you may want to play with.
I will suggest post production tricks only, since we're talking about existing footage.
Red Giant has this plug-in, Instant HD

You can try using that to enlarge your SD footage to HD, and then resize back to SD again.
Magic Bullet can be used also.
Or try to remove grain, sharpen a bit and maybe play with some masks to blur parts of the image to give the impression of depth of field.

I already have instant HD but doesnt realy do it for me. but i will try playing around with the sharpnes as for grain i use neat video it does a great job of cleaning the footage that it sometimes actually does look a bit like hd. my camcorder does record depth of field so no need to fake that. i will also try magic bullet. i already have it but i only use looks most of the time.

As for the 24p look, if you shot interlaced, you could try something like Fieldskit deinterlacer to give the look of 30p, which would be the best you could do if you didn't shoot 24p and didn't want to actually work at 24 fps.

add sharpness,detail, highlights to footage then just scale it up in a HD comp.
Also, if you don't like AE's handling of resizing, you can use virtualdub
which has lanzcos bicubic etc, one of the best.

29.97i to 23.976p

then just render out 3:2 wwssw pulldown and you'll get 29.97i again but you'll have 24p look. That's how dvd's work.
Also, you can simply deinterlace inside AE to get 29.97p
which is a close 24p look but a lot easier to make.
