You can do that with Particular.
You need to set up two lights as emitters. The movement of the lights needs to be circular in x,y and displaced in z space. Also they need to be offset in x,y with 180 degrees on the same circle.
Tweak particle trail to your liking and shoot the animation moving camera to look down the x axis and move sideways on the z axis.
