I've tried using colorama, but that "seems" to only produce a 2 color image with black as one color, white as another. Is there a way to have all the white pieces (it's kind of a jigsaw puzzle-like image)to have each randomly colored using after effects (or maybe even photoshop or illustrator - all CS4)

Thanks for the quick tip!

Check out the mosaic filter. If you import an image of something in nature and then apply mosaic, you should be abe to adjust the squares into a random pattern of different colours.

Well, I guess I should have been more clear...
Basically my picture is a black and white image of roses, so I am trying to get each petal of the roses to fall into place to create a transition, and I'm using shatter to make that happen. Now I know mosaic would give me random color, but I would like to color each petal randomly...

does anyone know how to make this happen?

This would take seconds to do manually in Photoshop. Choose a color, then fill a region with the paint bucket. Repeat as necessary.

Yeah, that's what I ended up doing, for some reason I thought there would be some kind of trick someone may have used to do something like this automatically, possibly with expressions or something, but I may have underestimated the complexity of doing something like that... haha
