I am trying to create a looping toon city. where the buildings are scrolling past the camera like you are going down the street.

I would most probably do that in a 3d application.. like Cinema 4d, but my level is not quite up there yet. My only idea there would be the warping the street to a cylinder.

I guess you could do it in After Effects Precomping the individual 3d buldings and parent them to a solid with CC Cylinder.. although, I've never used CC Cylinder...

Which way are these buildings moving past the camera:
1) left-right or right-left, which could have been done in AE version 3, or
2) with z-axis movement, which requires a very complicated AE 3D comp or a 3D application?

You can use the Offset effect to do this kind of thing, especially if you've got a layer for which the left and right edges match up without a seam.
