hello everyone, good morning.

im trying to to find a plugin and so far with none result.
hopefully you guys will know better.

Im trying to find a plugin for water-reflection, BUT not underwater.

something like this:

Im trying to make my comp looks like the camera VERY wet. so the light need to be broken and the picture should be distort, just like the picture i showed above.

any plug-in/tutorial guys?

looked EVERYWHERE. cant find a thing in google or youtube.

Not everything can be solved using a plug-in.
Sometimes you just need to be creative and think a out of the box.
I was not able to see the first example and from the second I get the impression that you want it to look like your shooting something under water from above the surface. However your description leads me to think that you want the lens to be wet... whichever it is, the following should work:
You can shoot or buy some fx clips of water reflections over a solid color background (preferably dark)or (for wet lens) water on a window (flat glass surface). This will become your displacement map. Worst case scenario- use a high res still of water reflections. Tweak distortion (displacement) to get the right feel.
Apply glow with wide radius to soften.

I'm not surprised. Reflections and refraction aren't easily dealt with in AE. The light playing on the hand in your second example is particularly tough, because a hand is a 3D surface with curves in it that distort the light patterns.

If you've already shot video in hopes of finding a solution, you did it backwards. You should visualize what you want, find a solution to achieve it, and only THEN do you shoot.

For example, you could use a combination of Caustics and Psnunami to create the surface of water. You could record the water's undulating surface. Using the resulting animation, you could use a video projector to shine it on a real hand against a chroma key screen. Then you could composite the hand under the surface of the water, making the Caustics/Psunami animation serve double-duty as a Displacement map.

But since you may have shot the hand (or whatever your subject is) already, you couldn't do that.....

I once wanted to create a neon sign flashing on and off against a dark warehouse wall with beams, hanging wires, etc. But building a real, custom-made neon sign is expensive. I could easily build the glowing neon sign in AE, but the glow was a different matter: I had to shoot the wall with its various surfaces lit to look dark, and I projected the glow onto it. The result: a convincing effect, because I thought out the process of achieving the effect.
