Magic Bullet. Or Twixtor by ReelVsion. Any frame rate conversion software will do a better job than AE, because it's designed to handle a wider range of situations than AE. But depending on the motion in the frame, nothing -- repeat, NOTHING -- is going to be a cure-all.

You want 24p? Shoot 24p; it's easy enough to do these days. Quit screwin' around with Band-Aids.
