So I am trying to change a character's single eye color in AE....I also need the eye to stay the color as he moves and such, so is there a way to make the effect track with the character?

Ugh. That's not going to be easy. If you don't know it already, you will -- people's eyes move FAST, and that's no baloney!

To change the eye color, I'd use an adjustment layer, to which you apply a circular mask, and then use either the Change Color Or Change To Color effects... whichever works best.

To help you with the large head movements, you might try tracking the face with Mocha. But it still won't help you much with the eye movements, head turns, etc.

This is going to turn into as much of a rotoscoping job as anything else... which means painstaking work, and lots of time.

Just for fun, you could replace the whole eyeball. (Here's a tute on creating a new eyeball.)
