Is there a way to create a 3D layer that automatically starts right in front of my camera?

You mean you want AE to make a layer automatically in front of the camera, no matter where you've moved the sucker?
Right in front of it, as in one pixel away from the camera?

Well, then, how many pixels? And what if your camera is turned at some wacky angle, so that getting the required number of pixels away from the camera turns into a geometry exercise instead of, "Go twenty pixels forward"?

That's a tall order, and I don't really see the need for it.

I'm basically trying to put a picture in 3D space in front of my camera at the right orientation. I've just been copying and pasting the attributes of the closest layer to the one that I am inserting and finessing it from there to look decent. Is there a better way? My camera has been moving all over the place and I just want to get the picture to drop right in front of the camera and I can move it back in z space and place it where I want it.
