I'd like to have about 100 photos in various positions and be able to zoom in and out as in this

I thought of card dance and layer warp but they don't seem to do the trick.

Suggestions please.

Tur your layers 3d and position them where you want them.
The easiest way to move your camera around to each one is to parent the camera to a 3d null object before you move the camera at all.
Then you can move the null's position to each picture. That way you know where the camera's point of interest is (the null) so you'll always be able to rotate perfectly around each pic (using the y rotation of the null to orbit the camera around the pic).
Does that make sense? If not, perhaps this tutorial will help.

Great, working with that now. What would be the fastest/easiest way to distribute over 100 pictures in somewhat of a circle/oval?

I don't know if you're still dealing with this, but I found another resource for you, that will help with distributing layers in a circle.
